Purpose & Scope
This Sources Sought Synopsis aims to identify potential sources capable of providing janitorial services to maintain clean, sanitary, and safe recreation facilities at Newton Reservoir. The information gathered will help the Government determine whether to set aside the acquisition for small businesses or proceed with an unrestricted solicitation. This is not a solicitation.
Services are required annually during the Seasonal Service Window (SSW) from May 15 through October 31. Key tasks include weekly cleaning of vault restrooms (two locations), including fixtures, dispensers, floors, walls, windows, ceilings, doors, and frames. Weekly pressure washing of restroom interiors, restocking contractor-provided biodegradable toilet paper, and litter/trash cleanup within designated areas are also required.

Performance Standards & Special Requirements
Contractors must be capable of an onsite response to Newton Reservoir facilities within three (3) hours of notification for service failures, emergencies, or restocking requests. The Government will monitor performance via a Quality Assurance Surveillance Plan (QASP). Special requirements include using EPA-approved, biodegradable, rapid-dissolving, and environmentally preferable cleaning agents (no muriatic acid or bleach), providing biodegradable toilet paper, and reporting damage within 24 hours. Pricing is contemplated as Firm Fixed Pricing per service visit.
