FY26 NEWTON JANITORIAL SERVICES

Performance Work Statement (PWS)

To provide janitorial services to maintain clean, sanitary, and safe recreation facilities at Newton Reservoir during each seasonal service window.

• Services are required during the Seasonal Service Window (SSW) from May 15 through October 31 annually.

• Tasks include cleaning vault restrooms (two locations: Southeast Boat Ramp and Parking Area, Southwest Parking Area) weekly.

• Cleaning involves fixtures, dispensers, floors, walls, windows, ceilings, doors, and frames.

• Pressure washing of vault restroom interior surfaces weekly.

• Restocking of toilet paper, provided by the Contractor, using biodegradable, rapid-dissolving paper suitable for vault toilets.

• Litter and trash cleanup within delineated polygons on the Newton Reservoir Location Map, or within 50 feet of paved/graveled surfaces in specified areas.

• Contractor must be capable of onsite response to Newton Reservoir facilities within three (3) hours of notification for service failures, emergencies, corrective actions, restocking requests, and inspection follow-ups.

• Government will monitor performance via a Quality Assurance Surveillance Plan (QASP) and Cleaning & Inspection Checklist.

• Contractor is encouraged to submit a Quality Assurance/Quality Control (QA/QC) Plan.

• Base Period: May 1, 2026 - April 30, 2027

• Four (4) Option Years, each from May 1 to April 30 of the subsequent year (through April 30, 2031).

• Services are performed at Newton Reservoir, Utah.

• Use EPA-approved, biodegradable, rapid-dissolving, and environmentally preferable cleaning agents and deodorizers. No muriatic acid or bleach.

• Contractor shall not use water from the reservoir for pressure washing.

• Contractor shall provide biodegradable, rapid-dissolving toilet paper suitable for vault toilets.

• Any damage or vandalism found must be reported within 24 hours.

• Pricing is Firm Fixed Pricing per service visit and seasonal total, with adjustments for option years based on CPI/Inflation Rate (not to exceed 4% annually).

Sources Sought Notice

This notice is a Sources Sought Synopsis issued by the Bureau of Reclamation, Upper Colorado Basin Region, to identify potential sources capable of providing Janitorial Services. The information gathered will help the Government determine whether to set aside the acquisition for small businesses or proceed with an unrestricted solicitation. This is not a solicitation, and responses do not obligate the Government.
