Scope of Work
The contractor will provide comprehensive non-personal services for the collection and disposal of general waste and bulk waste. This includes furnishing, servicing, and maintaining dumpsters, providing roll-off containers for bulk waste with specific delivery and removal timeframes, and servicing VA-owned portable trash receptacles on an on-call basis. Services also encompass support for contingencies and special events. All waste and recyclables must be transported and disposed of at licensed off-facility sites in compliance with federal, state, and local regulations. Performance standards include limits on customer complaints and unsatisfactory inspections, and 100% compliance for monthly reporting.

Submission & Evaluation
Proposals must be submitted electronically to rene.impey@va.gov by March 18, 2026, 12:00 PM CT. Submissions should be in three volumes: Technical, Past Performance, and Price. Evaluation factors include Technical Capability, Past Performance, and Price, with Technical and Past Performance being of equal importance. Offerors must complete and submit the VAAR 852.219-75 Certificate of Compliance for subcontracting limitations (50% for services). Past performance will be assessed using a questionnaire and other government resources.
Important Notes
This is a 100% SDVOSB set-aside. Offerors must be actively registered in SAM, SBA VetCert, and comply with Vet 4212 reporting requirements. They may also need to demonstrate that at least 51% of personnel costs for contract performance will be spent on employees of the SDVOSB concern or other SDVOSB concerns. Wage Determinations for Harrison County, MS; Mobile County, AL; Escambia County, FL; and Bay County, FL are provided and must be used for labor cost calculations.
