Purpose & Scope

The Government seeks responsible sources to provide, operate, and maintain accredited SCIF space, including buildout, accreditation support, and compliance with IC and Department of War standards. The primary objective is to address barriers for non-traditional defense contractors (NTDCs) lacking accredited SCIF facilities. Prototype projects should demonstrate an operational concept covering access controls, secure classified IT/connectivity, security management, badging, visitor control, and facility administration. The Sponsor is interested in commercially sustainable models with tenant-appropriate pricing structures that can be scaled and replicated across multiple sites.

Desired capabilities include:

  • SCIF Availability & Accreditation: Existing accredited space or buildout capability with a credible accreditation pathway.
  • Multi-Tenant Operations: Support for single and multi-tenant models, ensuring tenant separation.
  • Tenant Onboarding & Security: Processes for personnel access, visitor control, badging, security incident reporting, and repeatable onboarding.
  • IT/Connectivity Concept: Clear delineation of provider vs. government-furnished IT/services, supporting unclassified IT and integrating classified connectivity.
  • Scalability: Repeatable site selection and replication for CONUS expansion, with a scalable staffing/supply-chain approach.
  • Commercial Sustainability: Commercial pricing model and long-term operations plan.
  • Clearance & Compliance: Facility clearance status or a plan to obtain/maintain required clearances, and FOCI risk mitigation.

Contract Details

  • Type: Prototype Other Transaction (OT) agreements under 10 U.S.C. § 4022.
