Scope of Work
The Sponsor seeks prototype projects demonstrating the establishment or provision of accredited SCIF space, categorized under Product Service Code M1AA (Operation Of Office Buildings). This includes buildout (if required), accreditation support, and compliance with IC and Department of War standards. Projects should propose an operational concept covering access controls, secure classified IT/connectivity, security management, badging, visitor control, and facility administration. Solutions should be commercially sustainable, scalable, and support both single and multi-tenant occupancy models with tenant separation. Key capabilities include:
- SCIF Availability & Accreditation: Existing accredited space or buildout with a credible accreditation pathway.
- Multi-Tenant Operations: Support for various occupancy models and governance procedures.
- Tenant Onboarding & Security: Processes for personnel access, visitor control, badging, and incident reporting, with a repeatable playbook.
- IT/Connectivity Concept: Delineation of Respondent-provided vs. Government-furnished services and integration of classified connectivity.
- Scalability: Repeatable site selection and expansion across CONUS, with staffing/supply-chain approaches.
- Commercial Sustainability: Commercial pricing models supporting long-term operations.
- Clearance & Compliance: Facility clearance status or a plan to obtain/maintain required clearances, and FOCI risk mitigation.

Additional Notes
Successful prototype projects may lead to follow-on production OT awards or procurement contracts without further competition. The Sponsor will not award OT agreements to entities with Foreign Ownership, Control, or Influence (FOCI) concerns.
