Quick Summary

The Office of the Director of National Intelligence (ODNI), through the IARPA Contracting Office, seeks solutions for providing, operating, and maintaining Secure Compartmented Information Facility (SCIF) space. This initiative aims to support companies performing classified national security missions, particularly addressing barriers for non-traditional defense contractors. ODNI anticipates awarding one or more Prototype Other Transaction (OT) agreements under 10 U.S.C. § 4022, with a total value not exceeding $2 million for prototype awards.

Scope of Work

The Sponsor seeks prototype projects that demonstrate the establishment or provision of accredited SCIF space. This includes buildout (if required), accreditation support, and compliance with IC and Department of War standards. Projects should propose an operational concept covering access controls, secure classified IT/connectivity, security management, badging, visitor control, and facility administration. Solutions should be commercially sustainable, scalable, and replicable across multiple sites.

Key capabilities required include:

  • SCIF Availability & Accreditation: Ability to provide existing accredited SCIF space or execute buildout, with a credible accreditation pathway.
  • Multi-Tenant Operations: Support for single and multi-tenant occupancy models, ensuring tenant separation.
  • Tenant Onboarding & Security: Processes for personnel access, visitor control, badging, security incident reporting, and a repeatable onboarding playbook.
  • IT/Connectivity Concept: Clear delineation of Respondent-provided versus Government-furnished IT/services and integration of Sponsor-directed classified connectivity.
  • Scalability: Repeatable site selection and replication concept for multi-site expansion across CONUS, with a scalable staffing/supply-chain approach.
  • Commercial Sustainability: A commercial pricing model and utilization assumptions supporting long-term operations.
  • Clearance & Compliance: Facility clearance status or a plan to obtain/maintain required clearances, and an approach to FOCI risk identification and mitigation.

Contract & Timeline

  • Type: Prototype Other Transaction (OT) agreements (fixed-price, milestone-based payments).
  • Value: Up to $2,000,000 total for prototype awards.
  • Set-Aside: None specified.
  • Phase 1 White Paper Due: May 1, 2026, by 4:00 PM ET.
  • Phase 1 Notification of Phase 2 Selection: May 22, 2026.
  • Published: April 17, 2026.

Submission & Evaluation

Respondents must submit unclassified White Papers (limited to seven pages) electronically to contracts@odni.gov, using the subject line "SCIF OT – Phase 1 White Paper - [Company Name]". White Papers should detail company overview, facility clearance, SCIF experience, business model, accreditation pathway, operational/security approach, proposed site(s), risks, scalability, IT/connectivity, commercial arrangements, and FOCI mitigation. Evaluation factors for Phase 1 include overall technical merit/feasibility, benefit to the Intelligence Community (IC), and related experience.

Eligibility

The Sponsor encourages participation by non-traditional defense contractors (NTDCs), small businesses, consortia, and public-private partnerships. Awards will not be made to entities with Foreign Ownership, Control, or Influence (FOCI) concerns.

Additional Notes

Successful prototype projects may lead to follow-on production OT awards or procurement contracts without further competition.
