Scope of Work

The Sponsor seeks prototype projects demonstrating the establishment or provision of accredited SCIF space, including buildout (if required), accreditation support, and compliance with applicable IC and Department of War standards. Proposed operational concepts should cover access controls, secure classified IT/connectivity, security management, badging, visitor control, and facility administration. Solutions should be commercially sustainable and scalable.

Desired capabilities include:

  • SCIF Availability & Accreditation: Ability to provide existing accredited SCIF space and/or execute buildout, with a credible accreditation pathway.
  • Multi-Tenant Operations: Support for single and multi-tenant occupancy models, ensuring tenant separation.
  • Tenant Onboarding & Security: Processes for personnel access, visitor control, badging, security incident reporting, and a repeatable onboarding playbook.
  • IT/Connectivity Concept: Clear delineation of Respondent-provided versus Government-furnished IT/services, and a plan for permitted unclassified IT and integration of Sponsor-directed classified connectivity.
  • Scalability: Repeatable site selection and replication concept for multi-site expansion across CONUS, with a staffing/supply-chain approach.
  • Commercial Sustainability: Commercial pricing model and utilization assumptions supporting long-term operations.
  • Clearance & Compliance: Facility clearance status or a plan to obtain/maintain required clearances, plus an approach to FOCI risk identification and mitigation.
