Quick Summary

The U.S. Geological Survey (USGS), under the Department of the Interior, is soliciting proposals for the procurement and installation of a new solar photovoltaic backup power generation system at the San Juan Magnetic Observatory in Cayey, Puerto Rico. This is a Total Small Business Set-Aside with an estimated magnitude between $100,000 and $250,000. Proposals are due March 6, 2026, at 12:00 PM Mountain Time.

Purpose & Scope of Work

The objective is to ensure the continuation of critical data collection by providing reliable backup power to 14 buildings on site, addressing the unreliability of the current diesel generator and existing utility power. The contractor will be responsible for:

  • Designing and constructing a solar power plus lithium-ion phosphate (LiFePO) battery storage backup power system (S+B-BPS).
  • Designing and constructing a solar photovoltaic (PV) panel array on a structurally capable roof.
  • Installing a power conditioning system to manage under- or over-voltage events.
  • Ensuring the S+B-BPS automatically switches to backup power upon utility failure and supports the facility for a minimum of 72 hours.
  • Integrating the new system with the existing facility's Building Automation System (BAS) and existing generator.
  • Providing all plant, equipment, labor, material, and supervision.
