Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Geological Survey (USGS), under the Department of Interior, is soliciting proposals for a Solar Photovoltaic Backup Power Generation System with lithium-ion battery storage and power conditioning at the San Juan Magnetic Observatory in Cayey, Puerto Rico. This Total Small Business Set-Aside opportunity aims to ensure continuous data collection by providing reliable backup power to 14 buildings during utility outages. The estimated magnitude of construction is between $100,000 and $250,000. Proposals are due March 13, 2026.
Scope of Work
The contractor will design, construct, and install a zero-export/feed-in metering solar power plus lithium-ion battery storage backup power system (S+B-BPS) at the site's Shop/Garage, including a PV panel array. A power conditioning system will also be installed to manage voltage fluctuations. The S+B-BPS must automatically transfer power within 10 seconds of utility failure and sustain the facility's 14 designated buildings at full normal usage for a minimum of 72 hours, as verified by a 72-hour uninterrupted test. The existing diesel generator will remain as a secondary backup. Key tasks include securing all necessary permits, complying with applicable codes (IBC, NEC, IFC, ASCE), using commercial/industrial grade products with a 20-year service life, protecting the site, and providing training to USGS staff. No ferrous materials are permitted within the designated Exclusion Zone. Contractors must verify site conditions, dimensions, and electrical power consumption (estimated at 5060 kWh/month).
