Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Geological Survey (USGS), under a Total Small Business Set-Aside (FAR 19.5), is soliciting proposals for the procurement and installation of a solar photovoltaic backup power generation system (S+B-BPS) with lithium-ion battery storage and a power conditioning system. This project is for the San Juan Magnetic Observatory in Cayey, Puerto Rico, and aims to ensure the continuation of critical data collection by providing reliable backup power to 14 buildings. The estimated magnitude of construction is between $100,000 and $250,000. Proposals are due March 6, 2026, at 12:00 PM Mountain Time.
Scope of Work
The contractor will design and construct a zero-export solar power system with lithium-iron phosphate (LiFePO) battery storage at the site's Shop/Garage. This S+B-BPS must be capable of powering the fourteen designated buildings for a minimum of 72 hours after a utility power failure, with power transfer occurring within 10 seconds. A power conditioning system will also be installed to manage under- or over-voltage events. The existing diesel generator will remain as a secondary backup. Key tasks include verifying site conditions, securing all necessary permits, coordinating with the electric utility and USGS, installing a remote fault notification system, and providing training for USGS staff.
Performance Standards
The S+B-BPS must provide power equivalent to utility power over a non-interrupted 72-hour test period. All work must adhere to accepted industry standards and applicable codes, including IBC, NEC, IFC, and ASCE. Commercial/industrial grade products with a minimum 20-year service life are required.
