Submission & Evaluation
Proposals will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis, requiring offerors to be responsive, responsible, and technically acceptable. Required submissions include a completed SIR document, Technical Approach Plan, Organizational Experience Questionnaire, Key Personnel List, Safety and Security Plan, and a fully executed SF-24 Bid Bond. SF-25 Performance Bond and SF-25A Payment Bond will also be required. Recent amendments have added clauses regarding Small Business Subcontracting Plans, Changes-Construction, and Addressing DEI Discrimination by Federal Contractors.
