This document is a Sources Sought notice from the Army Contracting Command - Rock Island, on behalf of Project Lead Joint Services, Project Manager Combat Ammunition Systems, and Joint Munitions Command. The government is seeking information from interested domestic and foreign vendors regarding their capabilities to design, construct, install, and qualify a flexible, modernized Load, Assemble, and Pack (LAP) facility at Blue Grass Army Depot (BGAD) in Richmond, KY. The facility must be capable of handling various 155mm cargo projectiles with a required production capacity of 30,000 rounds per year.

• Design, construction, installation, and qualification of a flexible modernized manufacturing LAP facility.

• Capability to load, assemble, and pack various 155mm cargo projectiles.

• Production capacity of 30,000 rounds per year.

• Performance completion date for qualification of the LAP manufacturing line (including x-ray) is 30 September 2027.

• The government intends to award a non-competitive, sole source, undefinitized contract action (UCA) based on responses to this notice.

• The UCA will have a Firm Fixed Price (FFP) ceiling, not-to-exceed (NTE) value.

• Responses must include a not-to-exceed price for the design, construction, installation, and qualification of the facility.

• Responses are due no later than 04 February 2026.

• Submissions are limited to 100 pages.

• Evaluation will consider demonstrated capability, recent experience, proposed technology, schedule feasibility, estimated price, teaming arrangements, and overall viability of the proposed solution.

• Interested vendors must be registered in the System of Award Management (SAM).

• This notice is seeking information for a potential sole source award.

• Vendors must demonstrate capability to meet U.S. standards if using foreign designs.

• A Public-Private Partnership (P3) with BGAD is available for qualification support.

• An Industry Day is scheduled for the week of 12 January 2026 at BGAD.

• Interested vendors must have an approved DD Form 2345, Military Critical Technical Data Requirement on file with the Joint Certification Program (JCP) to access attached SOW and building floor plans.

This document is the "BGAD CRIMINAL BACKGROUND CHECK FORM, JAN 2021 - 1". It is used to obtain consent for a criminal history record check for individuals requiring access to the Blue Grass Army Depot.
