This Sources Sought notice is issued by the Army Contracting Command - Rock Island (ACC-RI) on behalf of the Project Lead Joint Services (PL JS), Project Manager Combat Ammunition Systems (PM CAS), and Joint Munitions Command (JMC). The government is seeking information from interested foreign and domestic vendors regarding their capabilities in the design, construction, installation, and qualification of a flexible modernized manufacturing Load, Assemble, and Pack (LAP) facility. This facility will be located at Blue Grass Army Depot (BGAD) in Richmond, KY, and is intended to produce 30,000 rounds per year of various 155mm cargo projectiles.

• Capability to load/fill, assemble, and pack various 155mm cargo projectiles.

• Production capacity of 30,000 rounds per year.

• The facility must be capable of supporting various 155mm cargo projectiles and surge requirements.

• Performance completion date for qualification of the LAP manufacturing line is 30 September 2027.

• The government intends to award a non-competitive, sole source, undefinitized contract action (UCA) based on responses to this notice.

• The UCA will have a Firm Fixed Price (FFP) ceiling, not-to-exceed (NTE) value.

• The government reserves the right to amend the notice or acquisition strategy.

• Responses are limited to 100 pages.

• Submissions are due no later than 04 February 2026.

• Responses should include company information, technical expertise, capability details, and a not-to-exceed price for the design, construction, installation, and qualification of the facility.

• Evaluation will consider demonstrated capability, recent experience, proposed technology, schedule feasibility, estimated price, and teaming arrangements.

• An Industry Day is scheduled for the week of 12 January 2026, including a requirements overview briefing, one-on-one sessions, and site tours.

• Interested vendors must be registered in the System of Award Management (SAM).

• Vendors must have an approved DD Form 2345, Military Critical Technical Data Requirement, on file with the Joint Certification Program (JCP) to access restricted documents (SOW and Building Floor Plans).

• Interested vendors are advised that responses to this notice shall include unlimited data rights.

• The government will not reimburse vendors for any costs associated with responding.
