Contract Details (Intent)
The government anticipates awarding a non-competitive, sole source, undefinitized contract action (UCA) with a Firm Fixed Price (FFP) ceiling, not-to-exceed (NTE) value. Unlimited data rights will be required. This approach is driven by urgent national security requirements.

Submissions must detail team members, experience (explosive safety, process design, environmental permitting, LAP operations, non-destructive inspection, construction), proposed technology, facility layout, throughput, utilities, a not-to-exceed price, process flow map, equipment list, personnel breakdown, scrap rate estimates, qualification/transition plans, Integrated Master Schedule, and discussion of assumptions/cost drivers. Evaluation will focus on demonstrated capability, recent experience, proposed technology, schedule feasibility, estimated price, and teaming arrangements.
