Purpose & Scope
DISA seeks information from potential sources for the Spectrum Information Systems (SIS) Helpdesk. The support encompasses Tier II technical, administrative, and EMS operational assistance for the GEMSIS program portfolio of applications, including Joint Spectrum Data Repository (JSDR), Joint Spectrum Interference Resolution Online (JSIRO), Spectrum Twenty-One (SXXI), and End-to-End Supportability System (E2ESS) across both Secret and Non-Classified networks.
Key Requirements
- Technical Support: Provide Tier II support, training, and testing for GEMSIS tools (SXXI, E2ESS, JSIRO, JSDR, ISD), including incident reporting and ticket management via DISA ITSM+.
- Task Order Management: Proactive program management, planning, risk management, communication, and reporting.
- FRRS Transactions: Update and process Frequency Resource Record System (FRRS) frequency assignment data for Armed Services and US Coast Guard, coordinating with NTIA.
- Cybersecurity: Personnel must meet cybersecurity work role qualifications (e.g., CompTIA Security+ CE, DoDD 8140.01/03) and maintain DoD-approved baseline certifications.
- Security: Requires a Secret Facility Clearance. Personnel must be US citizens with interim or final Secret security clearances (up to NATO SECRET for specific tasks).
