This support is required for applications on SIPRNet and NIPRNet, including Joint Spectrum Data Repository (JSDR), Joint Spectrum Interference Resolution Online (JSIRO), Spectrum Twenty-One (SXXI), and End-to-End Supportability System (E2ESS).

  • SXXI Client, SXXI Helpdesk Utilities, SXXI Server Manager, SXXI Domain Manager.

Performance Work Statement (PWS)

To provide Spectrum Information Systems (SIS) Tier II technical, administrative, and Electromagnetic Spectrum (EMS) operational support for the Global Electromagnetic Spectrum Information System (GEMSIS) portfolio of applications on SIPRNet and NIPRNet.

• Task Area 1: Transition Phase-in / Phase-out Plan: Develop and execute plans for smooth transition of services, including staffing and contract records transfer. Requires cybersecurity qualifications (DoDD 8140.01/03, CompTIA Security+ CE).
• Task Area 2: Task Order Management: Manage all aspects of the program, including staffing, risk management, communication, and reporting. Requires qualified personnel with at least 8 years of experience supporting spectrum operations.
• Task Area 3: Spectrum Tools Support: Provide Tier II technical support, issue validation, and training for GEMSIS spectrum management tools (SXXI, E2ESS, JSIRO, JSDR, ISD). Requires cybersecurity qualifications (DoDD 8140.01/03, CompTIA Security+ CE).
