This is a combined synopsis/solicitation for commercial items to establish a multiple-award Blanket Purchase Agreement (BPA) for Indoor Air Quality (IAQ) and Mold Assessments. The government intends to award up to three (3) BPAs to responsible contractors who offer the best value. This is a requirement for non-destructive and destructive testing and to conduct surveys for hazardous materials, specifically mold.

• Services to be performed at eleven (11) geographically separated units (GSUs) within JBSA.

• Contractors must provide proof of Texas licensure and current registration, and their Mold Technicians, Consultants, or Companies must be Texas Mold certified.

• Type: Multiple-Award Blanket Purchase Agreement (BPA).

• Period of Performance: 5-year BPA, from July 29, 2026, through July 28, 2031.

• BPA Master Limit: Not to exceed $250,000.00.

• BPA Call Order Limit: Not to exceed $2,500.00.

• Payment Terms: Net 30 days.

• Submission Deadline: Monday, June 1, 2026, 1:00 PM CST.

• Evaluation Criteria: Lowest Priced, Technically Acceptable (LPTA). Quotes will be evaluated for technical acceptability and price.

• Pricing Requirement: Offerors must provide unit pricing for ALL line items listed in Schedule B.

• This purchase is restricted to Small Business concerns.

• NAICS Code: 541380 (Testing Laboratories).

• Size Standard: $19,000,000.00.

• Contractors must be registered in the System for Award Management (SAM).

• The attached Performance Work Statement (PWS) and Schedule B (JBSA Hazardous Material Survey Price List) are critical components of the solicitation.

• Contractors must concur with the PWS and provide licensed/certified individuals.

• The government reserves the right to award without interchanges.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for air quality and mold assessments at various facilities within Joint Base San Antonio (JBSA) and its associated areas. The goal is to identify potential risks to personnel and degradation of facilities or equipment.

• Conduct indoor air quality assessments, including background air assessment, and measure air temperature and relative humidity.

• Document and photograph visible mold growth or signs of water intrusion.

• Utilize thermal imaging technology to assess rooms and common areas.

• Coordinate with JBSA Requester to determine air sampling requirements.

• Perform all sampling in accordance with accepted methodologies and regulatory requirements.

• Provide a written report within 5 days of work completion, including photographic documentation and sampling results.

• If visual mold covers 25 contiguous square feet or more, prepare a Mold Remediation Protocol.

• Conduct clearances (visual and Lift Tape Tests) 24 hours after completion of a Mold Remediation Activity.

• Mold Protocol and Lab analysis reports must be completed within 10 days.

• All work must comply with applicable federal, regional, state, and local laws, as well as commercial standards.

• Sampling results must be from an American Industrial Hygiene Association (AIHA) certified and appropriately licensed laboratory.

• Contractor performance will be inspected and evaluated by the Contracting Officer Representative (COR).

• Services are to be performed at Joint Base San Antonio (JBSA), including Camp Bullis, Canyon Lake Recreation Areas, Chapman Annex, Fort Sam Houston (FSH), Lackland, Kelly Field, Randolph, and Seguin Auxiliary Field.

• Normal hours of operation are Monday to Friday, 0700 to 1700 hrs.

• Contractor personnel must be Texas Mold certified according to the Texas Department of Licensing and Registration.

• The person conducting the mold assessment must be licensed in the State of Texas.

• Contractor shall obtain commercial general liability insurance of not less than $1 million per occurrence.

• Contractor shall provide a contract manager responsible for overall management coordination.

• Contractor personnel must have completed background checks and obtain identification badges for base access.

• Contractor must comply with all base security, fire, and medical service requirements.

• Contractor is responsible for all fees, permits, and manifests for the disposal of hazardous materials or waste.

• Contractor shall comply with OSHA requirements and provide safety items as required.
