- Pool 2: Major Construction – For more complex requirements, including design-build projects. Individual task orders will range from $300,000 to $3,000,000.
Anticipated projects include HVAC replacements, flooring/painting, sewer/manhole relining, road repairs, and new construction, with magnitudes ranging from under $25,000 to $10,000,000 for Pool 2 projects. The BOA period of performance is from May 12, 2025, to May 11, 2030, with a Firm Fixed-Price arrangement for task orders. There is no guarantee of future work or minimum amount.
Application & Evaluation
Applications are due by May 15, 2030, at 14:30 PST. Interested contractors must submit a single PDF application using Attachment 4 - Application. Key requirements include:
- Active SAM.gov registration.
- A cover letter.
- Three Past Performance Questionnaires (PPQs) detailing multi-disciplinary construction projects completed within the last three years, preferably on military bases.
- A letter demonstrating bonding capability (aggregate and single bonding amounts).
- For Pool 2 (Major Construction), submission of SF-330 Architect-Engineer Qualifications (Attachment 7) is mandatory, demonstrating A/E capabilities in Architectural, Electrical, Mechanical, Civil Engineering, and Environmental disciplines.
Evaluation factors, all of equal importance, include compliance review, past performance, bonding capacity, and A/E qualifications. Only small businesses under NAICS 236210 will be considered.
