Purpose & Scope
This acquisition seeks to establish a MACC BOA to streamline construction services at Travis AFB. It will create two distinct contractor pools:
- Pool 1: Minor Construction – For non-complex construction projects that do not require design services. Individual task orders will range from $2,000 to $300,000.
- Pool 2: Major Construction – For more complex requirements, including design-build projects. Individual task orders will range from $300,000 to $3,000,000. The BOA itself does not guarantee work or a minimum amount; specific projects will be issued via competitive Task Order Proposal Requests (TOPRs).
Contract Details
- Contract Type: Basic Ordering Agreement (BOA)
- Pricing Arrangement: Firm Fixed Price for individual task orders.
- Period of Performance: The overall BOA period is from May 12, 2025, to May 11, 2030.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5). Only small businesses under NAICS 236210 (or equivalent size standard) will be considered.

Eligibility & Evaluation
Applications will be evaluated in a stepped process:
- Compliance Review: Active SAM.gov registration, requisite NAICS, and required representations/certifications.
- Past Performance: Evaluation of three (3) multi-disciplinary construction projects completed within the last three years, demonstrating relevancy (government/military experience preferred), recency, and quality (PPQ, CPARS/SPRS).
- Bonding Capacity: Proof of maximum aggregate and single bonding capacity via a surety letter.
- Architect/Engineering (A/E) Qualifications: Required for Pool 2 (Major Construction/Design-Build). Applicants must submit an SF-330 demonstrating capacity for A/E services in Architectural, Electrical, Mechanical, Civil Engineering, and Environmental disciplines.
Evaluation factors (Compliance, Past Performance, Bonding, A/E Qualifications) are of equal importance. Contractors passing Steps 1-3 are eligible for Pool 1. Those passing all four steps are eligible for Pool 2.

Interested contractors must submit a single PDF application using Attachment 4 - Application.
- Pool 1 (Minor Construction): Requires a cover letter, three (3) Past Performance Questionnaires (PPQs), and a bonding letter.
- Pool 2 (Major Construction): Requires the same as Pool 1, plus the SF-330 Architect-Engineer Qualifications form (Attachment 7) with separate Section E for each mandatory discipline.
- Application Deadline: Applications for both Pool 1 and Pool 2 are accepted until May 15, 2030, at 14:30 PST.
Anticipated Orders
Several synopses have been released outlining potential future task orders for both pools, including minor construction projects (e.g., HVAC replacements, door repairs, painting, sewer relining, ADA door replacements, fire suppression, water fountain installs) and major construction projects (e.g., pavement replacement, egress road construction, ramp restriping, pavement maintenance, gas station repairs). These synopses provide early notification but do not guarantee awards.
