Program Overview & Scope
The UJTS program has two overarching goals: Speed to Initial Operational Capability (IOC) and Quality of Training. The upcoming RFP will cover the Engineering, Manufacturing, and Development (EMD) of the UJTS solution, as well as the procurement of the first lot of Low-Rate Initial Production (LRIP) aircraft and limited quantities of ground-based training systems. The Government may award up to two contracts for EMD.
Key Requirements & Details
The program anticipates a flight operations program requiring approximately 35 flight hours per month per aircraft for 12 months, starting 60 days prior to the first LRIP aircraft delivery. The total anticipated production includes LRIP 1 (7 aircraft), LRIP 2 (12 aircraft), LRIP 3 (20 aircraft), and Full-Rate Production (FRP) of 25 aircraft per year, totaling approximately 216 aircraft. Draft Section H clauses outline requirements for technical data and software, including special negotiated license rights (Government Purpose or Limited for 10 years) and correction of discrepancies. The Draft CLIN structure indicates potential use of CPIF, FFP, and CPFF contract types.

This is an RFI only and does not commit the Government to award a contract; no proposals are being sought at this time. Several draft documents, including the UJTS Air Vehicle & Ground Based Training Systems (GBTS) Weapon System Specification, Mission Profiles, Cybersecurity Strategy, Section H clauses, and CLIN structure, are Controlled Unclassified Information (CUI). Interested parties must contact the Procuring Contracting Officer (PCO) or Contract Specialist (CS) for vetting and access to these CUI documents. While the Government is not requesting responses to this RFI, any responses submitted will be accepted electronically. NAVAIR Conflict of Interest clauses require offerors to disclose actual or potential conflicts of interest.
