Purpose & Scope
The UJTS program has two primary goals: Speed to Initial Operational Capability (IOC) and Quality of Training. The eventual RFP will cover the Engineering, Manufacturing, and Development (EMD) of the UJTS solution, including the procurement of the first lot of Low-Rate Initial Production (LRIP) aircraft and limited quantities of ground-based training systems (GBTS). The Government may award up to two contracts for EMD. The UJTS air vehicle will primarily be used for Field Carrier Landing Practice (FCLP).
Key Updates & Timeline
- January 30, 2026: Government intends to release the DRAFT RFP via PIEE early next week.
- January 28, 2026: DRAFT RFP attachments will include Controlled Unclassified Information (CUI). Interested parties should contact the Contract Specialist for vetting and access.
- December 15, 2025: Confirmed RFP release in late February 2026 and Contract Award in 2QFY27. A pre-solicitation conference is planned after the Draft RFP.
- November 20, 2025: Industry one-on-one sessions were held December 2-4, 2025, to discuss program impacts and acquisition guidance.

Contract Details
The program anticipates an Interim Contractor Logistics Support (I-CLS) flight operations program of approximately 35 flight hours per month per aircraft for 12 months, starting 60 days prior to the first LRIP delivery. The anticipated production schedule includes LRIP 1 (7 aircraft), LRIP 2 (12 aircraft), LRIP 3 (20 aircraft), and Full Rate Production (FRP) of 25 aircraft per year, totaling approximately 216 aircraft. Draft CLIN structures indicate potential use of CPIF, FFP, and CPFF contract types.
