Request for Information (RFI)

This RFI is for market research and internal planning purposes related to the Undergraduate Jet Training System (UJTS) program. It is a continuation of previous communications and does not constitute an Invitation for Bid (IFB), Request for Proposal (RFP), or Request for Quote (RFQ). The Navy is not seeking proposals at this time and will not pay for any costs incurred in response to this RFI.

• The UJTS program aims to provide intermediate and advanced jet training for USN and USMC aviators and flight officers.

• The current T-45 system is slated for replacement.

• Key goals are speed to Initial Operational Capability (IOC) and quality of training.

• An RFP is anticipated by December 2025, with a projected contract award in January 2027.

• The RFP will cover Engineering, Manufacturing, and Development (EMD) and the first lot of Low Rate Initial Production (LRIP) aircraft and ground-based training systems.

• The UJTS air vehicle will primarily be used for Field Carrier Landing Practice (FCLP).

• Air Vehicle Weapon System Specification (WSS): Industry input is requested on the draft WSS, particularly regarding requirements that may extend the desired 3-year development timeline (contract award to first test aircraft delivery) or are unachievable.

• Ground Based Training System (GBTS): Input is sought on the mix of training devices (Operational Flight Trainers, Unit Training Devices, Cockpit Procedural Trainers, Desktop Avionics Trainers), courseware, Live/Virtual/Constructive (LVC) training solutions, physical dimensions, Diminishing Manufacturing Sources and Material Shortages (DMSMS) management, Reliability & Maintainability, and hyper-converged infrastructure.

• Subsystem Testing: Input on potential subsystem tests at the contractor facility to reduce risk in Developmental Test (DT).

• Expedited Timeline: Recommendations on what the Government can provide prior to RFP release to aid industry in understanding the program and responding within a 90-day window.

• Industry Partners/Subcontractors: Information to identify potential partners and ensure no conflicts of interest.

• Responses to GBTS inquiries are requested by April 14, 2025.

• All final responses to this RFI are due by April 30, 2025, 1700 Eastern Standard Time (EST).
