Scope of Work
The selected contractor will provide turnkey design-build services for a temporary, modular 972 sqm USA Pavilion. This includes the full lifecycle: design, construction, fit-out, exhibit design, content development, fabrication, installation, maintenance during the Expo (May 15 - August 15, 2027), and post-Expo decommissioning, dismantling, and site restoration. The pavilion must accommodate up to 5,000 visitors per day, offer immersive and interactive experiences, and align with the Expo 2027 theme "Play for Humanity – Sport and Music for All." Key requirements include integrating modular performance spaces, VIP areas, meeting rooms, and exhibition spaces, while adhering to the highest standards of artistic, cultural, and technological excellence. The contractor is responsible for obtaining all necessary local permits and must engage a locally licensed Serbian Architect of Record for permitting and code compliance. Building Information Modeling (BIM) coordination is required.

Evaluation
Award will be made using source selection (FAR 15.3) procedures to the offeror providing the best value to the Government. Technical factors will be more important than price (FAR 15.101-1, Trade Offs). Key technical factors include Constructor, Pavilion Designer, and Exhibit Designer Experience on similar projects, Past Performance, and Sketches of the US Pavilion and Exhibits. The requirement for Factor 7, Subfactor 2 (Performance Risks, Schedule Delays, Recovery) has been removed. No evaluation preference is given to U.S. or Serbian-based entities.
Submission Requirements
Proposals must be submitted electronically in two volumes (Business/Contractor Information/Price and Technical/Management) to LeungJB@fan.gov AND BotkinLL@fan.gov. Offerors must have an active entity registration in SAM.gov with a UEI number at the time of proposal submission and award; non-active registrations will lead to exclusion. Material sourcing can be from countries other than the U.S., provided design requirements are met. The contractor is responsible for transporting display materials from the U.S. to the site.
