Scope of Work
This opportunity requires comprehensive dockside repair services for the USCGC FIR (WLB 213) at the vendor's facility/pier. The detailed scope, outlined in the revised Attachment 2 specifications, includes 44 Work Items covering:
- Vessel Systems: Fire prevention, tank cleaning (potable water, grey water, sewage holding), inspection and service of mechanical and hydraulic systems (e.g., cargo hatch, winches, davits, windlass, thruster motors).
- Maintenance & Repair: Cleaning of ventilation systems, inspection and testing of compressed air receivers and hull fittings, preservation of decks and compartment areas, renewal of piping, deck covering, and stuffing tubes.
- Electrical & Control: Maintenance and testing of power circuit breakers, services related to steering systems, air conditioning units, and temporary services, replacement of directional control valves, and steering system PLC upgrades.
- Specialized Services: Independent NACE inspection, tenting, renewal of seals, and modification of heat exchangers.
- Logistics: Provision of dining and lodging services (Work Items 43, 44). Offerors must provide a planning document (Gantt Chart), welding certifications, and a comprehensive Execution Plan for lodging, messing, and food service logistics. A narrative up to ten pages detailing technical capabilities, risk strategies, and environmental challenges mitigation is also required.
