• Cylinder Work (W-10, W-12): Clarifies that CIRs are required for all tasks in Table 3 that are selected with an "X" and noted in the "OTHER" column. It also addresses discrepancies between Table 1 and Table 3 regarding Government Furnished Equipment (GFE) versus the requirement to disassemble and inspect.
• Pipe Replacement (W-31): Photos of the pipe and its location are unavailable. Fittings are not typically replaced unless found necessary during a preliminary inspection.
• Dining Requirements (W-43): Scrambled eggs are acceptable for continental breakfasts in lieu of made-to-order eggs, provided all other requirements are met. The dining facility requirements are being updated to allow for a single facility with a single wait staff, though the number of meal options remains the same.
• Government Furnished Property (GFP): Clarification is sought regarding the specific shafts, couplings, and repair kits being furnished by the Government for the bow and stern thrusters and hydraulic chain stoppers.
• Port Windlass (W-42): Confirms that initial inspection and troubleshooting of the Port Windlass is required. Any necessary removal or disassembly for repairs would be subject to a change order. Data sheets for new couplings and drawings for structural modifications are requested.
• PTO Shaft Coupling (W-38): Confirms that the thruster generator shaft, thruster shaft bulkhead seal, and PTO shaft coupling do not need to be removed for the specified work. Existing seals are likely split seals and will be replaced with GFE split seals.
• Air Conditioning Units (W-29): Foundations must be fully prepared and painted, with interferences handled according to SFLC Std Spec 0000. Specific methods will be determined in consultation with COR and KO.
• CIR Requirements: Several inconsistencies regarding CIR requirements for various work items (W-8, W-10 Task 4, W-15 Task 7, W-29, W-31) have been identified and are being addressed with updated specifications.

These clarifications address ambiguities in the original solicitation, particularly concerning task requirements, GFE, and specific repair procedures. Bidders should review these answers to ensure their proposals accurately reflect the clarified requirements. Updated specifications are being provided for some items.

Amendment / Modification

This amendment modifies the solicitation with the following key changes:

• Provides answers to vendor clarifications.

• Uploads revised specifications.

• Extends the solicitation closing date.

• The closing date for the solicitation has been extended.

• The proposal submission deadline is extended from May 29, 2026, 08:00:00 to June 3, 2026, 08:00:00 PST.

Solicitation / RFP / RFQ

This solicitation is for the U.S. Coast Guard (USCG) FIR that is homeported in Coast Guard District 17 at 300 North Fill Pier Cordova, AK 99574. The requirement is considered Full and Open Competition. The contract type will be an Indefinite Delivery Requirement Contract (IDR).

• The solicitation details requirements for ship repair services.

• Specific work items are listed in Attachment 1 (Pricing Sheet) and Attachment 2 (Specifications).

• Offerors must provide a planning document (Gantt Chart), welding certifications, and a comprehensive Execution Plan for lodging, messing, and food service logistics.

• Request for drawings due by 8 AM PST on May 11, 2026. Vendors may need Joint Certification Program (JCP) certification to access certain documents.

• Site visit coordination required by 8 AM PST on May 15, 2026.

• Questions due by 8 AM PST on May 18, 2026.

• Quote validity period is 90 days.

• Specific instructions for quote preparation and submission are provided, including email subject lines and content for each part of the submission.

Bidders must accurately complete this form for each relevant past performance reference. The detailed information requested on the work performed, its relevance to the solicitation, and the performance of subcontractors will be critical for the government's evaluation of the offeror's past performance. Failure to provide complete and accurate information may negatively impact the evaluation.
