This amendment (0001) to the solicitation primarily serves to update the CLIN quantities for CLINs 0001 through 4006. All other terms and conditions of the original solicitation remain unchanged.

Solicitation / RFP / RFQ

This solicitation is for Nonemergent Wheelchair Services for the Hampton VA Medical Center. The contract will be firm-fixed-price and is for a period of five years, with an estimated value of $19 million. Services are required 24 hours a day, seven days a week, including weekends and holidays.

• Provide nonemergent wheelchair transportation services for veterans.

• Services include transportation of patients, their luggage, medical records, and medication.

• Vehicles must meet all federal, state, and local regulations, including safety and comfort standards.

• Contractor personnel must be courteous, professional, and possess valid driver's licenses and required certifications.

• Drivers must be at least 18 years old with at least one year of driving experience and a clean driving record.

• Personnel are subject to background investigations and fingerprinting.

• Contractor must provide a tuberculosis (TB) exposure control policy and ensure personnel are tested.

• Vehicles must be equipped with a first aid kit and be clean and well-maintained.

• Contractor must utilize the VetRide Vendor Portal or VA-Approved Transportation Software for trip requests, status updates, and claims submission.

• All invoices must be submitted within 30 calendar days of the date of service.

• Response times for unscheduled add-ons from HAMVAMC are within 30 minutes.

• Response times for transportation requests not originating at HAMVAMC are also within 30 minutes.

• Patient pick-up times cannot be more than 15 minutes prior to or later than the scheduled pick-up time for scheduled orders.

• Contractor must maintain a Quality Control Plan (QCP) and adhere to performance standards.

• COVID-19 positive or similarly infected patients must not be refused transport; contractor must follow VA guidance on PPE and vehicle cleaning.

• Contract Type: Firm-Fixed-Price Indefinite-delivery indefinite-quantity (IDIQ)

• Period of Performance: Base Year (04/01/2026 - 03/31/2027) with four (4) Option Years.

• Estimated Value: $19 Million (for base year, total contract value not explicitly stated but options extend to 2031).

• Quotes must include the signed SF 1449, a separate price breakdown, offeror representations and certifications, technical/management approach, and past performance information.
