Scope of Work

The contractor shall provide all vehicles, personnel, management, supplies, and equipment for nonemergent wheelchair transportation services. This includes transporting veterans, their luggage, medical records, and medication. Services must be available 24/7, including weekends and holidays. Key operational requirements include:

  • Vehicles must meet federal, state, and local regulations, including safety and comfort standards.
  • Personnel must be courteous, professional, at least 18 years old with one year of driving experience, a clean driving record, and subject to background investigations and TB testing.
  • Contractor must utilize the VetRide Vendor Portal or VA-Approved Transportation Software for trip requests, status updates, and claims.
  • Response times for unscheduled add-ons and non-HAMVAMC requests are within 30 minutes. Scheduled pick-up times have a 15-minute window.
  • COVID-19 positive patients must be transported following VA guidance on PPE and vehicle cleaning.
  • A Quality Control Plan (QCP) is required.

Contract Details

  • Contract Type: Firm-Fixed-Price Indefinite-Delivery Indefinite-Quantity (IDIQ) / Requirements Contract.
  • Period of Performance: Base Year (April 1, 2026 - March 31, 2027) with four (4) Option Years. Total contract duration cannot exceed 5 years and 6 months.
  • Estimated Value: $19 Million (for the base year).
  • Set-Aside: Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Virginia-licensed SDVOSB transportation brokers may submit quotes as prime contractors, provided they comply with VAAR 852.219-75 (Limitations on Subcontracting).
  • Pricing: Each Transportation Request (TRP) represents one-way service. Unloaded/deadhead miles must be incorporated into the base/mileage rate. Waiting time is billed in 15-minute increments after 30 minutes. A guaranteed minimum will apply.
