Quick Summary
The Department of Veterans Affairs (VA), Network Contracting Office 8, is soliciting proposals for a firm-fixed-price contract for an on-site, full-service Mobile CT Scanner/Simulator for the Orlando VA Medical Center (OVAMC). This requirement provides a temporary solution for radiation therapy simulations. This opportunity is a Total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals are due March 10, 2026, at 2:00 PM EDT.
Scope of Work
The contractor will provide a mobile trailer unit housing a minimum 64-slice CT scanner capable of 2D, 3D, and 4D imaging, including respiratory-gated acquisition for oncology applications. Key capabilities include CT Localization, Respiratory Gating, Functional CT Exams, 3D Image Reconstruction, Tumor and Patient Specific Imaging, and Integrated Marking, with an 80cm bore system and treatment planning table. The Treatment Planning System must be integrated within the mobile CT trailer configuration.
The 48-foot mobile trailer must feature radiation shielding (the entire unit, including control rooms, must be radiation-proof and meet safety guidelines per 10 CFR Part 20 & 36), a UV sterilizer, lead glass viewing window, console area, dual entrance, and a 2,000-pound patient lift. Services include delivery, setup, installation, decommissioning, testing, comprehensive training (clinical, biomedical, and one week go-live for 4 Radiation Therapeutic Therapists), full-service maintenance, repairs, replacement parts, and 24/7 technical support.

Submission & Evaluation
Quotes must be submitted via email to Victoria.RoblesBurgos@va.gov with the subject line '36C24826Q0252'. Submissions require a Technical Volume (work plan, experience, product specifications, delivery, warranty) and a Price Volume (SF1449, contract administration data, Section B pricing). Evaluation will be based on Technical and Price factors, with the government selecting the most advantageous quote.
Key Clarifications & Site Information
An amendment extended the deadline and provided answers to vendor questions. Site visits can be scheduled prior to the closing date. The blueprint indicates the mobile CT trailer location on the west side of the hospital, near marker #2. The trailer requires deployment on a cement pad (ramp not included) and plumbing tie-ins to the facility for restroom/sink connections. Additional building-integrated utilities are anticipated beyond the trailer's self-contained power (480V, 3-phase, 150 amp, shop air, vibration dampening).
