Quick Summary
The Department of the Army, MICC-FORT BUCHANAN (RC), has issued Amendment 0001 to a combined synopsis/solicitation for Architect-Engineer (A-E) services. This opportunity seeks a firm to conduct comprehensive structural and mechanical (HVAC) assessments of a single-story, 12,000 square foot clinic facility in Puerto Rico. The Government intends to award a Firm-Fixed-Price contract under a Total Small Business Set-Aside. Responses are due April 30, 2026, at 1:00 PM.
Scope of Work
The contractor will provide professional engineering services for the Rodriguez Army Health Clinic in Fort Buchanan, Puerto Rico.
- Base Requirement: A complete non-invasive structural assessment to evaluate the building's structural integrity, identify deficiencies, and provide a report with a prioritized list of recommended repairs and estimated costs. This includes reviewing available construction documents.
- Optional Requirement: A complete non-invasive mechanical (HVAC) assessment to evaluate the condition and performance of the HVAC system and its components. This involves an engineering analysis based on ACCA Manuals N, S, and D to determine correct sizing and configuration. If exercised, this option requires a separate report with prioritized recommendations and cost estimates. The Government may exercise this option at its discretion after reviewing the Structural Assessment Report.
- Deliverables: Draft and Final Structural Assessment Reports, Draft and Final Mechanical (HVAC) Assessment Reports, and a Stakeholder Briefing summarizing findings and recommendations.
