Quick Summary
This is Amendment 0002 to a combined synopsis/solicitation for Architect-Engineer (A-E) services issued by the DEPT OF THE ARMY, MICC-FORT BUCHANAN (RC). The opportunity seeks a firm to conduct a comprehensive structural and mechanical (HVAC) assessment of a single-story, approximately 12,000 square foot clinic facility in Puerto Rico. The Government intends to award a firm-fixed-price contract. This is a Total Small Business Set-Aside. Responses are due May 4, 2026, at 1:00 PM Z.
Scope of Work
The contractor will provide professional engineering services for:
- Base Requirement (Structural Assessment): A complete non-invasive structural assessment to evaluate the building's integrity, identify deficiencies, and provide a report with a prioritized list of recommended repairs and estimated costs. This includes inspecting all structural components (foundation, walls, beams, floor, roof) and reviewing available construction documents.
- Optional Requirement (Mechanical/HVAC Assessment): If exercised, this involves a complete non-invasive inspection and evaluation of the HVAC system's condition and performance. An engineering analysis based on ACCA Manuals N, S, and D will determine if equipment and ductwork are correctly sized. This option requires a separate report with prioritized recommendations and cost estimates. The option may be exercised after review of the Structural Assessment Report.
- Deliverables: Draft and Final Structural Assessment Reports, Draft and Final Mechanical (HVAC) Assessment Reports, and a Stakeholder Briefing.
