Scope of Work

The contractor shall provide a complete industrial vacuum system, including:

  • One (1) Steel cylindrical vessel (minimum 2400 cubic feet internal volume), ASME rated for vacuum pressure down to 10 Torr, capable of handling 100% dried air at < 350 PSIG and 100 degrees Fahrenheit. Must be suitable for outdoor locations (40-110 degrees Fahrenheit ambient).
  • One (1) Vacuum Pump capable of achieving <13.8 Mbar or <10 Torr, suitable for outdoor locations, with a NEMA rated control panel. Power available is 240V or 480V, with no water cooling system required.
  • One (1) Pump Exhaust Silencer to reduce noise to < 85 dB.
  • One (1) Vacuum Booster to increase flow and achieve deeper vacuum levels, suitable for outdoor locations.
  • The pump and booster system must achieve 10 Torr vacuum from the vessel within 30-45 minutes.
  • Commercial manuals for the system are required.
  • This is a hardware purchase only; installation and start-up are not required.

Contract Details

  • Contract Type: Firm-Fixed-Price (FFP) purchase order.
  • Period of Performance: Delivery within twelve (12) months after award.
  • Delivery Terms: F.O.B. Destination to the Wind Tunnel Facility, Picatinny Arsenal, NJ.
  • NAICS Code: 333248 (All Other Industrial Machinery Manufacturing) with a small business size standard of 750 employees.

Submission & Evaluation

  • Proposal Due Date: June 19, 2026, by 12:00 PM EST.
  • Submission Method: Electronically through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite (https://piee.eb.mil/). Direct email submissions will be invalid.
  • Evaluation: Proposals will be evaluated in two volumes: Technical and Price. Technical acceptability (pass/fail) will be assessed first. Only technically acceptable proposals will have their price considered. Award will be made to the responsible offeror whose proposal is most advantageous to the Government, with Technical Capability significantly more important than Price.
  • Questions Deadline: All questions must be submitted in writing no later than June 10, 2026, at 1500 hours (Eastern Standard Time).
