Evaluation
Award will be made using the Lowest Price, Technically Acceptable (LPTA) source selection procedure. Proposals will be evaluated based on technical acceptability, conformance to all solicitation requirements, and the lowest Total Evaluated Price. Only one proposal per offeror will be evaluated.

Key Updates & Notes
- First Article Timeline: Production of two First Article units is estimated at 6-12 months, followed by 6-12 months for First Article Testing (FAT). Mass delivery is anticipated in 2029, contingent on successful FAT.
- Drawings: The Government has clarified details on several drawings (Drawing Set 2, 4, 5) and updated Drawing 4 and Drawing 5 to include previously missing information. Drawings from Notice ID: FA8556-25-R-B016 have also been added to this notice.
- Non-Recurring Engineering (NRE): Vendors are expected to bear NRE costs and distribute them within the delivered unit pricing. The Government does not possess digital models.
- Brazing: MIL-B-7883 Type II (furnace Brazing) and Class A (Critical structure) specifications control. The Government will not provide training or best practices.
- Partial Bids: Partial bids are not permitted; the Government requires the full sub-assembly.
- Physical Samples: The Government will not provide spare wings and fins for scanning or reverse-engineering during the solicitation phase, emphasizing that drawings are the benchmark for evaluation.
