Evaluation and Award Criteria
This acquisition will utilize the Lowest Price, Technically Acceptable (LPTA) source selection procedure. Award will be made to the responsible offeror whose proposal is technically acceptable, conforms to all solicitation requirements, and has the lowest Total Evaluated Price. Only one proposal per offeror will be evaluated.

Key Clarifications & Updates
- First Article Timeline: Production of two First Article units is estimated at 6-12 months, followed by 6-12 months for First Article Testing (FAT). Mass delivery is anticipated in 2029, contingent on successful FAT.
- Non-Recurring Engineering (NRE): Vendors are expected to absorb NRE costs and distribute them within delivered unit pricing. The Government does not possess digital models.
- Drawings: The Government states the provided drawings are the best copies available. Specific clarifications were given for illegible parts. Drawing 4 and Drawing 5 have been updated to include missing information. All drawings located under Notice ID: FA8556-25-R-B016 will now be added to this notice.
- Partial Bids: Partial bids for metal part manufacture only (excluding honeycomb brazing) will not be accepted. The Government is only interested in the honeycomb brazing.
- Brazing Process: Drawings specify MIL-B-7883 Type II (furnace Brazing) and Class A (Critical structure). The Government will not provide training or best practices.
