Evaluation & Award Criteria

Award will be made to the responsible offeror whose proposal is technically acceptable, conforms to all solicitation requirements, and has the lowest Total Evaluated Price. The source selection will utilize LPTA procedures (FAR 15.103-2, DFARS 215.200).

Technical evaluation will be based on four equally important subfactors:

  • Subfactor One: Wing and Fin Packaging, Handling, Shipping and Transportation Solution
  • Subfactor Two: Wing and Fin Production Plan
  • Subfactor Three: Finished/In Process Product Verification Plan
  • Subfactor Four: Honeycomb Implementation

Key Clarifications & Notes

The Government anticipates mass delivery of sub-assemblies to occur in 2029, following successful First Article Testing (FAT) which is estimated to take 12-24 months. Vendors are expected to bear the costs of any Non-Recurring Engineering (NRE) and distribute these costs within their unit pricing; the Government does not possess digital models. The Government will not provide training or best practices for brazing operations, expecting delivered items to match drawings and specifications (MIL-B-7883 Type II, Class A). Partial bids are not permitted; the Government is only interested in the honeycomb brazing aspect. Drawings are available under this notice, previously located under FA8556-25-R-B016. Specific questions regarding blurred drawing details require referencing drawing number, zone, and specific issues.
