Quick Summary

The Department of Veterans Affairs (VA) is seeking proposals for the lease of approximately 12,200 ABOA square feet of medical office space and 100 surface/outside parking spaces in Warren, Ohio. This is a full and open competition Request for Lease Proposals (RLP) under solicitation number 36C25026R0034. Offers are due February 27, 2026, by 3:00 PM Local Time.

Scope of Work

The VA requires modern, quality medical office space on a single contiguous floor, with 100 parking spaces (including 10% ADA compliant). The space must support municipal utilities, not be in a 1-percent-annual-chance floodplain, be zoned for VA's intended use, and not be near incompatible uses (e.g., cannabis dispensaries, correctional facilities). Proximity to amenities (restaurants, hotels, pharmacy, shopping), a hospital/emergency room, fire department, and public transportation is essential. The site must also be easily accessible to multiple highways and accommodate deliveries by box trucks and semi-trailers. A fully serviced, turnkey lease is required.

Contract & Timeline

  • Type: Request for Lease Proposals (RLP)
  • Lease Term: Up to 20 years, inclusive of non-firm terms. Offers must include pricing for 15-year (10-year firm) and 20-year (10-year firm or 15-year firm) terms.
  • Set-Aside: Full and Open Competition (No set-aside applicable)
  • Offers Due: February 27, 2026, by 3:00 PM Local Time
  • Anticipated Occupancy: On or about May 2028
  • Product Service Code: X1DB (Lease/Rental Of Laboratories And Clinics)
  • NAICS Code: 531120

Evaluation

Proposals will be evaluated using a best-value tradeoff process, considering the following factors in descending order of importance: Building/Architectural/Design Concept, Site Development, Project Management/Operations/Maintenance, Past Performance, Socio-Economic Status (SDVOSB/VOSB), and Price. Past performance of prime contractors or subcontractors, including experience with VA medical build-outs, will be considered.

Additional Notes

Amendment 0001 clarifies that local government door-to-door transit service is available for ADA needs and confirms that past performance of both prime and subcontractors is relevant. Offerors must submit Design Intent Drawings (DIDs) prior to Lease Award. All offers must be submitted electronically.
