Scope of Work

The contractor will furnish all labor, materials, tools, equipment, and supervision for the complete renovation of the existing Primary Care Blue Clinic area to establish a new PACT Women's Health Clinic. This includes:

  • Demolition and installation of new partition, ceiling, plumbing, mechanical, and electrical systems.
  • Upgrading HVAC systems, including removal/consolidation of existing equipment, replacement of heating/hot water distribution, and upsizing hydronic lines.
  • Installation of a small penthouse above Radiology/Oncology for relocated equipment.
  • Adherence to JCAHO, NFPA, ICARA, OSHA, and life safety requirements.
  • Work must be performed without affecting medical center operations, with phasing to minimize disruption.
  • Final cleaning, testing, training, and demonstration of new systems.

Contract Details

  • Contract Type: Firm-Fixed-Price construction contract.
  • Period of Performance: 540 calendar days from the Notice to Proceed.
  • Estimated Magnitude: Between $5,000,000 and $10,000,000.
  • Set-Aside: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB). SDVOSBs must perform at least 15% of the personnel cost.

Submission & Evaluation

  • Proposal Due Date: February 13, 2026, at 5:00 PM CST.
  • Submission: Electronically via email to Lisa.Peace@va.gov. Proposals must consist of Volume I (Past Performance) and Volume II (Price, Solicitation, Offer & Award Documents). Each volume must be a single attachment, with email size limited to 15MB.
  • Required Bonds: A bid bond must be submitted with the proposal (20% of bid price or $3,000,000, whichever is less). Performance and Payment bonds will be required from the awardee.
  • Evaluation Criteria: Past Performance is significantly more important than Price, utilizing a Past Performance-Price Tradeoff. The government intends to award without discussions but reserves the right to hold them.
  • Eligibility: Offerors must be registered with SBA VetCert (with NAICS 236220) and in SAM.gov, with completed online Representations and Certifications prior to the due date.
  • Experience: Offerors must provide a detailed summary of their three most recent, substantially complete (>90%) projects demonstrating experience in interior hospital construction.
