Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to completely renovate approximately 6,850 square feet of the Primary Care Blue Clinic at the G.V. (Sonny) Montgomery VA Medical Center in Jackson, MS, to establish the new PACT Women's Health Clinic. The renovation will modernize and enhance the clinic's efficiency, improving access, quality of care, and staff environments.

• Complete renovation of the existing PC Blue Women's Clinic area.

• Removal and consolidation of existing air handling equipment servicing the clinic and basement area into a single unit with upgraded HVAC controls.

• Replacement of heating and domestic hot water distribution systems.

• Upsizing of hydronic lines and pumps to support new air handling units.

• Installation of a small penthouse above Radiology/Oncology to house relocated equipment.

• Installation of temporary partitions, door, and protective measures for dust control and acoustical separation.

• Temporary modifications or relocation of existing life safety systems (exits, sprinklers, alarms).

• Demolition of existing construction within the project footprint and safe removal/disposal of debris.

• Installation of new partition systems, ceiling systems, and all plumbing, mechanical, and electrical systems.

• Phasing of work to minimize disruption to adjacent areas.

• Installation of all architectural finishes and built-in equipment.

• Final cleaning and removal of temporary systems, with repair/restoration of any damaged existing finishes.

• Final testing, training, and demonstration of new systems.

• Modifications to existing HVAC, plumbing, electrical, fire protection, and special systems.

• The A/E will provide 3rd party mechanical system design and construction energy commissioning (Cx) services.

• Deliverables include an issues log and intermediate/final Cx reports.

• Project construction period of performance: 540 days from the issuance of a notice to proceed.

• Location: G.V. (Sonny) Montgomery VA Medical Center, Jackson, MS.

• Adherence to specified design criteria, including NFPA 101, IBC 2015, ANSI A17.1 2016, ADA 2010, NEC, VA Standards for Construction TIL, Code of Federal Regulations, International Plumbing Code, and Mississippi state codes.

• Awareness of potential asbestos-containing materials; the VA has assessed exposed surfaces and insulation as non-asbestos, but caution is advised when breaching walls, ceilings, or hidden areas. Any encountered asbestos will be handled as a change order.

• Contractor personnel require VA-issued identification cards and must be TB negative.

• Compliance with all applicable records management laws and regulations (Federal Records Act, NARA, Privacy Act, FOIA).

• Contractor personnel must sign VA Form 10-0708 "Employee Clearance from Indebtedness."

• Subcontractors must acknowledge and comply with all contract terms and conditions.

• Observed holidays include federal holidays and any day declared by the federal government.

• Bi-weekly progress meetings are required, with minutes to be distributed within 72 hours of the meeting.

Solicitation / RFP / RFQ

This solicitation is for the complete renovation of approximately 6,850 square feet of the Primary Care Blue Clinic at the G.V. Sonny Montgomery VA Medical Center in Jackson, MS. The project is a competitive Request for Proposal (RFP) set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Renovation of the Primary Care Blue Clinic.

• Contractor shall adhere to the attached US Department of Labor Wage Determinations MS20250051.

• Bid Bond, Payment Bond, and Performance Bonds are required.

• The SDVOSB must perform a minimum of 15% of the construction work.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: 540 calendar days from Notice to Proceed.

• Estimated Magnitude: $5,000,000.00 to $10,000,000.00.

• Proposal Submission Deadline: January 13, 2026, at 10:00 AM CDT.

• Evaluation Criteria: Past Performance is significantly more important than Price. A Past Performance-Price Tradeoff will be used.

• Discussions: The government intends to award without discussions, but reserves the right to hold them.

• NAICS Code: 236220 with a small business size standard of $45 Million.

• Bid Bond is required (20% of bid price or $3,000,000, whichever is less).

• Offerors must provide a detailed summary of their three most recent, substantially complete (>90%) projects demonstrating experience in interior hospital construction.

• Proposals consist of two volumes: Volume I - Past Performance and Volume II - Price, Solicitation, Offer & Award Documents.

• Email submission size limitation is 15MB per email. Each volume must be a single attachment.
