Eligibility & Submission

This acquisition is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be VA CVE verified and listed in the SBA's Small Business Search (SBS) certification Registry at the time of offer and award, and maintain an active SAM.gov registration. Failure to meet these verification requirements by the submission deadline will result in a non-responsive bid.

Proposals must be submitted electronically. Technical proposals are limited to 50 pages, and price proposals to 25 pages. A bid guarantee is required. Offerors must also complete and submit forms for Contractor Safety and Environmental Record Evaluation (EMR Certification), Past Performance Questionnaire, and a calculation of self-performed work to demonstrate compliance with SDVOSB subcontracting requirements (minimum 15% or 25% for specialty trades).
