The contractor will be responsible for removing, storing, and reinstallation of SPS equipment (excluding the existing Cart Washer). Mandatory use of the VISN 2 Autodesk Build Construction management platform (ACC) is required for all contract submissions and correspondence.
Contract Details
This is a Firm-Fixed-Price contract with an estimated magnitude of construction between $1,000,000 and $5,000,000. The period of performance is 550 calendar days from the Notice to Proceed, comprising 120 days for submittals and 430 days for construction.
Submission Requirements
Bids must be submitted electronically via email to terry.fraser@va.gov and timestamped by May 29, 2026, at 2:00 PM EDT. No hand-carried or mailed bids will be accepted. The bid opening will take place via Microsoft Teams conference call on May 29, 2026, at 2:15 PM EDT. Required documents include a completed bid sheet, bid bond, acknowledgement of all amendments, completed FAR 52.225-2 Buy America Certificate, and completed VAAR 852.219-75 VA Notice of Limitations in Subcontractors Compliance Certificate. Offerors must also be verified/certified on the SBA Dynamic Small Business Search and provide proof of VETS 4212 Federal Contractor Reporting. Bids providing less than 120 calendar days for Government acceptance will be rejected.

This procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Contractors must be registered in SAM.gov and verified/certified as SDVOSB in the SBA Small Business Search at the time of bid submission and before award. The NAICS code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45 million. Bids are presumed to reflect New York State sales tax exemption for materials incorporated into VA real estate; successful offerors must complete FORM ST-13.
