A Bid Guarantee (SF 24) of not less than 20% of the proposal price (not exceeding $3,000,000) is mandatory. Payment and Performance Bonds will be required upon award.

Evaluation will prioritize Past Performance (significantly more important than Price) and Price. Past Performance will be assessed based on recency, relevancy, and quality, requiring at least two to three projects completed within the last five years, each exceeding $20 million, and involving phased construction in an active healthcare setting.
