Quick Summary

The Department of Veterans Affairs (VA) is soliciting proposals for the EHRM Infrastructure Upgrades Construction project (Project 673-20-107) at the James A. Haley Veterans Hospital in Tampa, FL. This is a Firm Fixed-Price contract with an estimated magnitude between $20,000,000 and $50,000,000. Proposals are due April 24, 2026, by 1:00 PM ET.

Scope of Work

This project involves comprehensive general construction, infrastructure upgrades, and renovation of existing spaces across multiple buildings and trailers at the hospital campus. Key components include:

  • Infrastructure Upgrades: Electrical systems, bonding, Uninterruptible Power Supply (UPS), Building Management System (BMS) interfaces, HVAC, communication systems, physical security upgrades, and a campus-wide fiber infrastructure backbone.
  • Site Modifications: Work may impact roads, walks, grading, drainage, and other existing utilities.
  • Specialized Work: Data Center WAN updates and hazardous material abatement.
  • Specific Systems: Integration with existing Johnson Controls Metasys for HVAC, and JCI systems (American Dynamics, SoftwareHouse C-Cure 9000) for access control and video surveillance. Procore is acceptable for project management.

Contract Details & Requirements

  • Contract Type: Firm-Fixed-Price.
  • Period of Performance: 900 calendar days after receipt of Notice to Proceed.
  • Set-Aside: This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. The prime contractor must be certified by the SBA and listed in their database at the time of proposal submission and award.
  • Subcontracting Limitations: General construction contracts require that no more than 85% of the government's payment goes to non-SDVOSB/VOSB firms (excluding material costs).
  • Bonds: A Bid Guarantee (SF 24) is required (not less than 20% of proposal price, not to exceed $3,000,000). Payment and Performance Bonds are required upon award.
  • Wage Rates: Prevailing wage rates for Hillsborough County, FL, must be followed.

Submission & Evaluation

  • Submission Deadline: April 24, 2026, by 1:00 PM ET.
  • Submission Method: Electronically via email to jason.phillip@va.gov (cc: bridget.may@va.gov). Proposals must be in three separate volumes (Past Performance, Price, Administrative Information), each as a searchable PDF, sent in separate emails (each under 5MB).
  • Evaluation Criteria: Proposals will be evaluated using a "Best Value" tradeoff process. Past Performance is significantly more important than Price.
    • Past Performance: Requires at least two (2) and no more than three (3) projects completed within the last five years, each exceeding $20 million in value, involving phased construction and coordination in active healthcare settings.
  • Amendments: Offerors must acknowledge all amendments.

Key Clarifications & Attachments

Numerous amendments and RFI responses have provided critical clarifications on technical specifications, software compatibility, tax-exempt status (not tax-exempt), PIV badge requirements, and project scheduling (requiring a 3rd-party scheduling consultant and Primavera P6/MS Project compatibility). Detailed drawings, structural calculations, and as-built roof plans are available. Amendment 0006 added a second line item for power pole stabilization with a $15,000 allowance.
