Scope of Work
This MATOC will provide a full range of A-E services for primarily vertical construction projects supporting Military Design, Interagency and International Services (IIS), and limited Civil Works (CW) programs across the SPD Area of Responsibility (California, Arizona, Nevada, Utah, New Mexico, and portions of Colorado, Oregon, Idaho, Wyoming, and Texas). Services include:
- Pre-Design: Site investigations, planning charrettes, DD1391 preparation.
- Design: Parametric estimating, full/partial designs (plans and specifications), Design-Build RFP preparation.
- Construction Phase: Engineering During Construction (EDC), quality assurance, materials testing.
- Project Types: Repair/modernization of existing facilities, new facility design, utility systems, historic preservation, and sustainable design.

Evaluation
Selection will follow Brooks Act procedures (FAR Part 36), based on demonstrated competence and qualifications. Firms will be selected for negotiations after evaluation of submitted SF330 (Architect-Engineer Qualifications) packages. Successful performance requires experience with multi-discipline A-E design for vertical construction, DoD/USACE standards, sustainable design (LEED), historic preservation, and managing concurrent task orders.
Small Business Considerations
