This is a synopsis for an Unrestricted Multiple Award Task Order Contract (MATOC) for Vertical Architect-Engineer (A-E) services. The U.S. Army Corps of Engineers (USACE) South Pacific Division (SPD) intends to award approximately six (6) to nine (9) Unrestricted and three (3) to five (5) Small Business Indefinite Delivery Contracts (IDCs). These MATOCs will support various programs including Military Design, Interagency and International Services (IIS), and limited Civil Works (CW) programs throughout the SPD's Area of Responsibility (AOR).

• The primary focus is on Vertical Design A-E services.

• Services encompass pre-design, design, and construction phase services.

• Project scopes can include repair/modernization of existing facilities, design of new facilities, historic preservation, energy resilience, sustainable design, cost engineering, economic analysis, and life cycle cost analysis.

• Specific facility types include Operation and Training, Maintenance and Production, RDT&E, Supply, Medical, Administrative, Housing and Community, and Utility facilities.

• Technical aspects of design must comply with U.S. national codes, Unified Facilities Criteria (UFC), DoD Criteria and Standards, and USACE Engineering Regulations.

• Contractors must be responsible for required software such as CADD, BIM, GIS, MCACES, and DrChecks.

• AT/OPSEC requirements may apply, including E-Verify for military or critical infrastructure projects.

• Contract Type: Multiple Award Task Order Contract (MATOC) / Indefinite Delivery Contract (IDC).

• Shared Capacity: $230,000,000.00.

• Estimated Task Order Range: $250,000 to $5,000,000.00.

• Guaranteed Minimum Award per IDC: $10,000.00.

• Period of Performance: Anticipated award in Q1 FY2027. IDC ordering periods are one (1) year base plus one (1) option, with potential extensions up to six (6) months.

• Place of Performance: USACE South Pacific Division (SPD) geographical boundaries, including CA, NV, UT, NM, AZ, and portions of OR, ID, CO, TX, WY.

• Proposal Format: One (1) complete PDF of SF330 (Architect-Engineer Qualifications).

• Evaluation Criteria (Descending Order of Importance):

  • Primary: A (Specialized Experience/Technical Competence), B (Professional Qualifications), C (Past Performance), D (Work Management Plan), E (Knowledge of Locality).
  • Secondary (Tie-breakers): F (Small Business Participation Plan), G (Equitable Distribution of DoD Contracts).

• Interviews: May be held for the most highly qualified firms.

• Inquiries: Via the Bidder Inquiry Portal in ProjNet (http://www.projnet.org/projnet) by 9 March 2026, 2:00 PM PST.

• Set-Aside Code: Unrestricted with a Small Business Reserve.

• Approximately 3-5 IDCs will be reserved for Small Businesses.

• Large A-E firms must submit a Small Business Subcontracting Plan with minimum goals: 33% total small business, 8% small disadvantaged, 5% women-owned, 2% HUBZone, 3% service-disabled veteran-owned.

• Offerors must be registered in the System for Award Management (SAM).

• CMMC level is not required for the base MATOC, but may be required for individual task orders.

• Firms must demonstrate credible plans to meet small business goals.

• Past performance evaluations will be conducted via CPARS.

• Key personnel must possess specific qualifications and experience.
