Project types include repair/modernization of existing facilities, design of new facilities, historic preservation, energy resilience, anti-terrorist/force protection, and sustainable design. Contractors must comply with U.S. national codes, Unified Facilities Criteria (UFC), DoD Criteria and Standards, and USACE Engineering Regulations, and be proficient in software like CADD, BIM, and GIS.

Submission & Evaluation

- Primary: Specialized Experience and Technical Competence, Professional Qualifications, Past Performance, Work Management Plan, Knowledge of Locality.

- Interviews may be held for the most highly qualified firms. Past performance will be evaluated via CPARS or Past Performance Questionnaires (PPQ). Key personnel must demonstrate at least five (5) years of design experience.
Eligibility & Notes
This is an Unrestricted acquisition with a Small Business Reserve. Large A-E firms must submit a Small Business Subcontracting Plan with minimum goals: 33% total small business, with specific targets for Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB). Offerors must be registered in the System for Award Management (SAM). Cybersecurity Maturity Model Certification (CMMC) is not required for the base MATOC but may be required for individual task orders.
