Opportunity Overview
This Combined Synopsis/Solicitation seeks qualified A-E firms for a MATOC focused on Vertical Design services. The USACE SPD intends to establish multiple IDCs to provide comprehensive A-E support for various programs within its geographical boundaries, including California, Nevada, Utah, New Mexico, Arizona, and portions of Oregon, Idaho, Colorado, Texas, and Wyoming.
Scope of Work
The primary focus is on Vertical Design A-E services, encompassing pre-design, design, and construction phase support. Projects may include repair, modernization, and new design for a wide range of facilities such as Operation and Training, Maintenance and Production, RDT&E, Supply, Medical, Administrative, Housing and Community, and Utility facilities. Services also cover historic preservation, energy resilience, sustainable design, cost engineering, economic analysis, and life cycle cost analysis. Contractors must ensure designs comply with U.S. national codes, Unified Facilities Criteria (UFC), DoD Criteria, and USACE Engineering Regulations, and be proficient in required software like CADD, BIM, GIS, MCACES, and DrChecks.

Eligibility & Set-Aside
This is an Unrestricted opportunity with a Small Business Reserve. Approximately 3 to 5 IDCs will be specifically reserved for Small Businesses. Large A-E firms are required to submit a Small Business Subcontracting Plan with minimum goals (33% total small business, 8% small disadvantaged, 5% women-owned, 2% HUBZone, 3% service-disabled veteran-owned). All offerors must be registered in the System for Award Management (SAM). CMMC level is not required for the base MATOC but may be for individual task orders.
