Scope of Work
The project involves the design, supply, installation, programming, testing, and maintenance of hardware and software for an Automated Parking Guidance System (APGS). Key components and services include:
- Hardware: SPS-X (Surface Mount) Wireless battery-operated parking sensors, Wireless LoRaWAN gateway, 46"x46" LED Display (up to 5 zones).
- Installation: Outdoor gateway and SPS-X Surface Mount installation, Digital Signage Installation.
- Software/Services: Managed Service for connectivity, display availability, and monitoring; Network Service for data and user management; Guidance Bundle (dashboard, API, public website, nav app).
- System Features: Real-time parking availability via mobile application (iOS/Android) and web-based portal, dedicated secured network, 99% accuracy for sensors/cameras.

Contract Details

Submission & Evaluation

- Clarifications: Requests for clarification must be submitted via email by 4:00 PM CST on January 24, 2026.
- Evaluation Criteria: Proposals will be evaluated using FAR Part 13.5, Lowest Price Technically Acceptable (LPTA) Source Selection Process. Evaluation factors include Technical Approach, Past Performance (requiring an "acceptable" rating), and Price. The award will be made to the offeror with a technically acceptable proposal and the lowest evaluated price.
Additional Notes
All hardware and software must be on the applicable Federal Approved Product List (APL). Contractor personnel will require background checks and must sign a Non-Disclosure Agreement (NDA). Installation is to occur between 07:00 am and 03:30 pm, Monday through Friday, unless otherwise approved.
