The Bureau of Engraving & Printing (BEP) is soliciting proposals for a Firm Fixed-Price contract to acquire a brand-name (eXactpark) or equal Automated Parking Guidance System (APGS) for its Washington, D.C. facility. This requirement is a Total Small Business Set-Aside. The system aims to provide real-time parking space occupancy data, enhance parking management, and reduce search times. Proposals are due February 13, 2026.
Purpose & Scope
The objective is to design, supply, install, program, test, and maintain an APGS at the BEP District of Columbia Facility (DCF). This includes hardware such as wireless battery-operated parking sensors (SPS-X), LoRaWAN gateways, and LED displays, as well as software for a free, secured mobile application (iOS/Android) and a web-based portal for end-users and managers. The system must achieve 99% accuracy in detecting available spaces and provide real-time data.
Key Requirements
The scope covers installation of sensors/overhead cameras, three electronic parking guidance signages at entrances, establishment of a dedicated secured network, and integration with a web-based platform for monitoring and reporting. The contractor will also provide project management, managed services for connectivity and monitoring, network services, and a guidance bundle (dashboard, API, public website). All hardware and software must be on the applicable Federal Approved Product List (APL).
Contract Details
- Contract Type: Firm Fixed-Price
- Period of Performance: Delivery within 60 days after award, followed by a 12-month base period for monitoring services, and two (2) one-year option periods.

Evaluation & Submission
Proposals will be evaluated using a Lowest Price Technically Acceptable (LPTA) source selection process, considering Technical Approach, Past Performance (requiring an "acceptable" rating), and Price. Proposals are limited to fifty (50) pages.
