Scope of Work
The contractor will be responsible for the design, supply, installation, programming, testing, and maintenance of the APGS. Key components include:
- Installation of 120 above-ground, flush-mount, or in-ground parking sensors with 99% accuracy.
- Establishment of a Software as a Service (SaaS) parking management platform accessible via web and mobile.
- Installation of three compact electronic parking guidance or signage displays at entrances.
- Development of a free, secured mobile application (iOS, Android, and web-compatible) for end-users, requiring no PII.
- Establishment of a separate, dedicated network for parking equipment communications.
- Provision of managed services for connectivity, data, user management, and support, including cellular backhaul for gateways.
- The system must provide real-time parking space occupancy data, reduce search time, and minimize carbon emissions.
Contract Details

- Set-Aside: Total Small Business Set-Aside (FAR 19.5)
- Period of Performance: Installation within 60 days after award, followed by a 12-month base period for monitoring services and two (2) one-year option periods.
- Place of Performance: Bureau of Engraving and Printing (BEP) Eastern Currency Facility (ECF), 14th & C Street, S.W., Washington, D.C.
- Special Requirements: Contractor personnel require background checks and must sign an NDA. Installation is to occur Monday through Friday, 07:00 am to 03:30 pm. All hardware/software must be on the Federal Approved Product List (APL).
