Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for the complete removal and disposal of the existing chiller system at Building 149, Pease Air National Guard Base, and the installation of a new, fully operational chiller system. The goal is to ensure reliable environmental control and support ongoing missions.

• Furnish all labor, materials, and equipment for chiller replacement.

• Remove and dispose of the existing air-cooled chiller, buffer tank, and associated piping.

• Install a new, like-for-like, 25-ton modular air-cooled chiller (consisting of 10-ton and 15-ton modules) and a 460-gallon buffer tank.

• Ensure the new system is compatible with the existing Schneider Electric base-wide control system.

• Provide new electrical wiring, disconnects, circuit breakers, and other electrical appurtenances.

• Install a 30% glycol solution in the chilled water loop.

• Replace and reprogram all HVAC controllers with Bacnet compliant, Schneider Electric IP controllers.

• Add new graphics to the existing Schneider Electric central Building Management server.

• The new chiller shall have the same electrical characteristics as the failed chiller.

• The new system must be fully functional and code-compliant.

• The chiller shall be commissioned prior to turnover, including a 72-hour run under full capacity.

• A final commissioning report is required.

• Work shall be completed within 135 calendar days of contract award.

• Work will take place around the existing chiller footprint at Building 149, Pease Air National Guard Base.

• Normal project work hours are 0600-1530, Monday through Friday. Work outside these hours requires written approval at least 72 hours in advance.

• Contractors must ensure personnel are fully trained, licensed, and certified.

• A Quality Control Plan (QCP) must be developed and maintained.

• All personnel requiring access must obtain base identification and vehicle passes.

• All personnel must complete Antiterrorism Awareness Level I Training.

• Compliance with COMSEC/IT security regulations is required.

• A work plan, including a project schedule and list of major components, must be approved by the COR prior to performing work.

• As-built drawings, schematics, manuals, and warranty information are required.

• The contractor will provide orientation on operation and maintenance to base personnel.

• The contractor shall retrieve all identification media from departing employees.

• Zero tolerance for trafficking in persons and use of forced labor.

• Address any organizational conflicts of interest (OCI).
