Quick Summary
The Kansas National Guard is soliciting quotes for the B35 Critical Loop project, a Firm Fixed-Price contract to install a critical electrical line to Building 35's communications room at McConnell AFB, Wichita, Kansas. This project ensures continuous power to the communications node by connecting it to Building 16's critical loop. This opportunity is a 100% Total Small Business Set-Aside. Quotes are due by March 12, 2026, at 0900 CST.
Scope of Work
The contractor will provide all necessary plant, labor, materials, tools, equipment, and supervision for the installation. Key tasks include:
- Horizontal Directional Drilling (HDD) for approximately 600 linear feet of 4-inch Schedule 80 PVC conduit from C2SG to Building 35. Boring is required under existing roads, sidewalks, and concrete pads, while hydrovac trenching may be used in grassy areas, with conduit encased in 4000 psi concrete.
- Installation of a new, contractor-provided 75 KVA, 12470V Delta to 120/208 3-phase, 150 amp transformer at the northeast corner of Building 35's communications room. Brown paint is preferred.
- Installation of a 6x6x6-foot precast utility vault midway between C2SG and Building 35. Core drilling will be required for new openings into the existing vault.
- Pulling and terminating Number 2 AWG 15KV tape shield wire through the conduit, connecting to the new transformer and a vacant switch at C2SG. VLF testing is required for the 15KV cable.
- Pulling 4/O wire from the transformer secondary to a disconnect and then to a transfer switch inside the communications room.
- Coordination with base personnel for power switch-over, requiring a minimum of 30 days' notice.
- Compliance with all applicable federal, state, local, and industry codes, including NEC and OSHA.
- Construction of a transformer pad using 4000 psi reinforced concrete, minimum 4 inches thick, with underlying soil compacted to 95% density.
