• Requirement Status: This is not a current requirement; the previous contract expired due to a government shutdown. The previous contract number was FA485524P0002.

• Labor Category: The required labor category is General Clerk II (01112) under Wage Determination 2015-5457 Rev 29.

• Award Criteria: The award will be made on a Best Value basis.

• Onboarding: No separate onboarding period is provided between award and contract start. Personnel must be vetted and ready to perform on day one.

• Invoicing: Incorrect invoicing into WAWF is a common issue.

Performance Work Statement (PWS)

To provide clerical and office administration services for the Base Training & Education Services (BTES) office at Cannon Air Force Base, New Mexico.

• Basic Services: Provide clerical and office administrative support, including answering phones, directing callers, making copies, setting up briefing rooms, logging customer inquiries, and managing data/resources.

• Office Support: Assist with customer inquiries, schedule appointments, make referrals, assist clients, and research messages. Review training reports and coordinate as needed.

• Multi-Functional Team: May involve establishing a multi-functional team for cooperation between the Government and contractor.

• Specific Tasks: Maintain clear communication, adhere to DoDIs, AFIs, PSD Guides, and SOPs. Develop and maintain a continuity book of online learning resources. Remain current on methods and procedures, potentially participating in broadcast training.

• Examinations: Schedule students for exams, maintain exam security, and act as a test proctor.

• Data Management: Maintain a database of training enrollment/completion, analyze trends, and report to the COR monthly. Monitor and track service members for CCAF, assist with graduations, and use AFAEMS for education management.

• Resource Management: Monitor computer laboratory equipment usage and report malfunctioning equipment to the COR within 3 business days. Assist in identifying and maintaining the Automated Data Processing Equipment (ADPE) list.

• Contractor employees must maintain working knowledge with Privacy Act Information (PII) and information security.

• Contractor employees shall practice utility conservation.

• Contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements.

• Mishap Notification: Provide verbal report to CO ASAP, followed by a written report within 2 business days.

• Reporting: Provide copies of Accident Investigation Reports to CO within 5 calendar days. Report contractor personnel occupational injuries, illnesses, and related activities per OSHA. Maintain records as required by Federal, State, and local regulations.

• Contractor Manpower Reporting: Report all contractor labor hours via the secure data collection site at https://SAM.gov, no later than October 31st of each calendar year.

• Services to be performed at the BTES office, Cannon AFB, New Mexico.

• Normal business hours are 0730-1630, Monday-Friday, excluding federal holidays, crisis, national emergencies, and administrative closing.

• Government Furnished Property/Equipment (GFP/GFE): Government will provide office supplies, workspace, and a computer with necessary applications. Local telephone and DSN access will be provided.

• Contractor Employees: Must not be a threat to health, safety, security, or the operational mission. Must present a neat and professional appearance and be easily recognized as contracted employees (distinctive clothing or badges). Employees dealing directly with customers must communicate clearly in English. No employment of persons creating a conflict of interest.

• Contract Manager (CM): Contractor must provide a CM with contact information updated throughout the contract. CM must be available, have full authority, and be able to read, write, and speak English.

• Minimal Qualifications: Contractor employees shall hold an Associate's degree or higher in a related field (HR, Education, Business) from an accredited US college/university. Must have one year of professional work or volunteer experience in Adult/Higher Education or DOD training management. Excellent customer service and verbal communication skills are essential. Must obtain a U.S. Air Force global email account and utilize Microsoft Office Professional.

• Work Schedule: Provide schedule every two weeks based on training broadcast schedule. Routine work elements support day-to-day office operations. Total hours billed shall not exceed the maximum awarded.

• Recognized Holidays: Contractor will NOT be required to work on specific recognized holidays (listed in document).

• Security Requirements: Responsible for all passes issued to employees. Background check (NAC) may be conducted. Responsible for safeguarding Government keys and securing facilities, property, and materials at close of work. Must report lost/duplicated keys/key cards to COR/CO. Contractor is responsible for costs associated with lock replacement or re-keying due to lost/duplicated keys.

• Non-Essential Services: This service is determined to be non-essential for performance during a crisis.

Wage Determination

This document is a Wage Determination (Revision No. 29) issued under the Service Contract Act, dated 12/03/2025. It specifies the minimum wage rates and fringe benefits required for various occupations in the New Mexico Counties of Curry, Lea, Quay, Roosevelt, and Union.

• Applicability: This wage determination applies to contracts subject to the Service Contract Act.
