This solicitation (FA480026R0004) is for Fort Eustis Catholic Music Director/Musician services. The government is procuring these services to support religious services.

• Provide services during Sunday Mass, including practice sessions and rehearsals prior to each service.

• RFQ response shall consist of: Price Volume and Technical Volume.

• Technical Subfactors:

  • Technical Subfactor A: Resume (minimum 4 years experience playing piano/keyboard and organ in Sunday Roman Catholic Mass Liturgies; minimum 1 year experience playing pipe organ for Roman Catholic Mass; three letters of recommendation).
  • Technical Subfactor B: Audition (proficiency playing two musical selections on pipe organ for prelude/anthem and offertory; proficiency on two musical selections on pipe organ or piano chosen by the interview panel).

• Evaluation Factors: Price and Technical.

• Award will be based on lowest price Technically Acceptable.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide instrumental organ music for Catholic worship services at the Regimental Memorial Chapel, Fort Eustis, VA, supporting the congregation's worship experience.

• Provide organ/piano music for regularly scheduled Sunday Masses and additional masses as requested by the Senior Catholic Priest.

• Perform prelude, postlude, offertory, and background music to enhance the worship atmosphere.

• Accompany singing of hymns, choruses, and spiritual songs.

• Provide music for special services (e.g., holy days of obligation, memorial ceremonies) with advance notice when possible.

• Accompany choir and/or worship team rehearsals (minimum 60 minutes duration).

• Coordinate music and support requirements with the Senior Catholic Priest or designated representative.

• Maintain appropriate decorum, dress, and conduct for religious services.

• Ensure proper use, care, and security of chapel facilities and equipment.

• Services are provided during Sunday Mass and other scheduled/requested services.

• Rehearsals and special services are additional units of work.

• Performance will be evaluated by the Contracting Officer Representative (COR).

• Monthly invoices are required for payment.

• Services are to commence on October 1, 2023.

• Location: Regimental Memorial Chapel, Fort Eustis, VA.

• Education & Experience: Minimum 4 years church/chapel organ/piano experience, at least 1 year playing pipe organ for worship services. Three letters of recommendation required.

• Audition/Interview: Proficiency demonstration including playing two selections on the chapel's pipe organ and one selection chosen by the panel (pipe organ or piano preferred).

• Personnel: Must be US citizens. No access to classified information or government networks required. Background check for installation access is necessary.

• Government Furnished Equipment: Organ, keyboard, microphones, and associated sound system equipment will be provided. Photocopy machine access will be provided.

• Privacy Act: Contractor may access Privacy Act Information and must adhere to regulations.
